Is it difficult to have honest inquiries - definitely not.

All that an honest Government has to do is
create a 'Bank' of 50 or 100 decent, honest, educated persons
in each city and town.

Whenever any probe is ordered - Randomly 3 persons out of this 'Bank'
could be selected this 3 member team, could be guided by a Retired Judge or Lawyer or Police officer.

BUT then this India - Something like this will never happen
