The programme is a brainchild of Darbhanga senior superintendent of police (SSP), Vikas Vaibhav to equip police inspectors and sub-inspectors with scientific ways of investigation. A team of forensic science laboratory (FSL) experts led by Umesh Kumar Sinha and three experts of jurisprudence including district and sessions judge R.K. Rateria, retired district judge Sushil Kumar and public prosecutor Shiv Nath Verma were present to deliver the sermons. Sushil told The Telegraph: “There is a wide gap between the evidence collected by investigation officers and proof required to punish the perpetrators.” Kumar added: “If police officers want to get criminals punished, they will have to amass quality evidence that must be direct, meaningful, reasonable and timely.” Inspector-general of police, Darbhanga range, R.K. Mishra advocated the need of such training to district police.

परम्पराओं को अपना स्वामी ,अधिनायक मत बनने दो ,उनके गुलाम मत बन जाना ,आगे बढने के लिए नई परम्पराओं की नींव डालनी पड़ती है ,नया सोचना , करना , चलना पड़ता ही है और इसके लिये पुराने को छोड़ना भी पद सकता है - परम्पराओं को -इतिहास को अपनी कमजोरी मत बनने दो , उन्हें अपनी ताकत बनाओ , 
उनका मोह -पाश हम सबका भविष्य ही ब्लोक कर दे , उचित नहीं होगा .
इतिहास को इतिहास हो जाने दो . वर्तमान में इतिहास की दखलंदाजी से बचो -बचाओ 
 माँ -बाप की अत्यधिक दखलन्दाजी से बहुत से दम्पत्ति का जीवन दुखमय हो जाता है - माँ बाप का अधिक लाडप्यार सन्तान को उदंड बना देता है और अत्यधिक नियन्त्रण या देखरेख सन्तान को स्वावलम्बी बनने में बाधा पहुँचता है --- जिनको माँ बाप की देखरेख कम मिली होती है वे असफल ही होते हो ऐसा तो नहीं ही है .--- वैसे हर माँ बाप अपनी सन्तान को अपने से आगे ही देखना चाहते हैं --पुत्रात पराजयेत -- आगे बढ़ ,मुझ पर विजय पा ,मुझसे श्रेष्ठ बन .
इतिहास तथा वर्तमान में सदैव कार्य -कारण का सम्बन्ध नहीं होता --- इतिहास के गर्भनाल से बंधे वर्तमान का कोई न तो इतिहास होता है न ऐसे वर्तमान को किसी इतिहास में स्थान मिलता है - न भूतो न भविष्यति ही इतिहास में जगह बनाते है ,पुराने को छोड़ जो चले आगे उनका ही इतिहास स्वागत करता है .

Judges never govern or rule or dictate the democracy itself. Even the wisest on earth cannot assume power of governance in democracy without a nod from the electorate.
Let nothing flow beyond constitution. Let nothing be extra-constitutional. Let the will of  We The People as democratically decided and reflected prevail and let not only wisest one assume all the commonsense,

हद हो गयी ,कोई न कोई मेरे पोस्ट को लाइक कर ही देता है , क्या मिलता है उन्हें , मैं तो उन्हें थैंक यू तक नहीं कह पाता .,कभी जबाब भी तो नहीं देता ,जबाबी लाइक भी नहीं नही करता ,न सलीके से लिख पाता हूँ , न भाषा , न विचार . कम से कम अब तो उन साहसी सभी को प्रणाम करलूं 

श्रेष्ठ बनने का प्रयास करो पर पहले अपनी सहन शक्ति कई गुना बढ़ा लो - श्रेष्ठता का मार्ग अतुल्य सहन शक्ति के भरोसे ही पार लगाया जा सकता है - अन्य कोई न तो मार्ग है न विकल्प

भीख अथवा दान की विलासिता से अच्छा है ,अपने श्रम से उपार्जन और उपार्जित धन का ही उपभोग। 
विलासिता की इच्छा रखना ही है तो विलासिता प्राप्त करने के लिये अतिरिक्त श्रम ,साहस तथा उद्यम करो। 
उधार , भीख , दान के माध्यम से विलसिता का त्याग ही भला। 

अपने बीते दिनों की यादें और अधिक परिश्रम करने को उकसाती है , तीब्र आलोचना, असमय असफलता ,ब्यंग ,षड्यंत्र , ईर्ष्या ,प्रतियोगिता आदि बर्दास्त करने को बाध्य करती है , प्रेरणा देती है .हर बार बताती है कि अधीर नहीं होना है और संतुलन नहीं खोना है .बीते दिनों ने यह प्रमाणित किया की दिशा सही रखना जरूरी है और अपने आप पर नियन्त्रण . निराशा किशी समस्या का हल हो ही नहीं सकती .
परमपिता परमेश्वर ने मुझे मेरे पारिवारिक दायित्व को निबाह ले जाने का समुचित अवसर , साधन दिया .
मेरे बाद कम से कम अब मेरे इतिहास जैसी कोई पुनरावृत्ति नहीं हो , बस यही प्रार्थना करता रहूँगा

मैं ऊँचाइयों तक चल कर जाऊंगा और ऊँचाइयों पर से ही उड़ जाऊंगा

विचारों की वैश्विक स्वीकार्यता ,प्रासंगिकता तथा विचारो का फलना ,फूलना ,फैलना , आगे बढना मुझे अच्छा लगता

अपने आप को खोल देना ही समर्पण . समाज के सामने समर्पण सर्वश्रेष्ठ है .

श्री डीडू महेश्वरी स्कुल से १९६७ में जैन विद्यालय में एडमिशन बड़े चाव से ,परिश्रम से करवाया गया क्लास सिक्स में .इसके पहले चार साल डीडू महेश्वरी में पढ़ा . उसके भी पहले दिगम्बर जैन शिक्षालय में. कलकत्ते के मारवाड़ी परिवारोंमें उस वक्त पढाई के लिये कोई खास उत्साह नहीं होता था .पीढ़ी दर पीढ़ी चले आ रहे ,गद्दी ,दुकान ,दलाली ,बिजनेस ,सप्लाई ,खूब हुआ तो छोटीमोटी कारखाने नुमा इकाई - बस यही सपना होता था .हाँ पढाई का मतलब तब  भी कलकत्ते  में सी ए  बनना था , कमो बेस मारवाड़ी परिवारों में आज भी वही .चार्टर्ड अकाउंटेंट , कास्ट अकाउंटेंट , सी एस ,सी ऍफ़ ए .बस वहीं तक . मारवाड़ी परिवार अभी भी फ़ौज के किसी भी पद के लिये उत्साहित नजर नहीं आते .अब ग्रामीण इलाके के मारवाड़ी परिवार में  डाक्टर ,इंजीनियर बन रहे हैं .ये लोग क्रमशःबड़े शहरों में पहुंच कर आश्चर्यजनक सफलता अर्जित कर रहे हैं ,सेवा के क्षेत्र में ,अनुसन्धान के क्षेत्र में नयी तकनीक के उपयोग के क्षेत्र में .पर अस्पतालों में आपको या तो मारवाड़ी डाक्टर मिलेंगे या  अकाउंटेंट ,कैशियर  और मेनेजर मिल जायेंगे पर पारा मेडिकल स्टाफ नहीं , नर्सिंग स्टाफ नहीं , सिक्युरिटी स्टाफ नहीं . उसी प्रकार उच्च तकनीक संस्थाओं में बड़े पदों पर या बड़े पदों की शुरुआती पायदान पर आपको तीक्ष्ण बुद्धि प्रवीण अध्येता तकनीक ज्ञान से भरेपूरे ,बड़े उत्साही बड़ी बड़ी डीग्री धरी मारवाड़ी नौजवान मिल जायेंगे पर असिस्टेंट ग्रेड पर नहीं मिलते .

मारवाड़ी नौजवान यदि अपनी  बौद्धिक क्षमता सामान्य पाता है तो वह करियर के रूपमे ट्रेड ,इंडस्ट्री ,कामर्स को ही तरजीह देता है .

साहित्य ,खेल ,कला , सामाजिक कार्य का पूर्णकालिक करियर मारवाड़ी परिवारों को आज भी स्वीकार नहीं 

आध्यात्मिक वे हो सकते है पर उसे भी वे करियर के रूप में स्वीकार नहीं करते.

हिंसक प्रतिरक्षा,शारीरिक या अपने सम्मान -गरिमा की रक्षा के लिये आत्मरक्षा  तक के लिये मारवाड़ी को संघर्ष करते नहीं देखिएगा . हाँ भाड़े पर वे सारी सुरक्षा खोजते हैं ,पर अपने हाथों से , अपने भुज बल से , ना बाबा ना . यह तो गुंडा मवाली का काम है ! ऐसा क्यों. समझ में मुझे तो आज तक नहीं आया
एकांगी समाज पूरा समाज नहीं होता . पूर्ण समाज को बहुमुखी होना ही होगा . बहु मुखी नहीं ,सर्व मुखी .समाज में सफाई कर्मचारी से लेकर राजा, मंत्री वैद्य सभी चाहिए.सक्षम मूल जमीनी स्तर पर काम न हो तो समाज पैदा ही नहीं होता . केवल नक्शे से ताजमहल नहीं बना करता .केवल सोने चांदी से चूल्हे न तो जलाये जा सकते हैं ,न रोटियां बनाई जा सकती है . केवल गॉड ,ईश्वर , अल्लाह  , हरी नाम ,काव्य- कविता ,नमाज-बन्दगी -अरदास -पूजा ,से व्यक्ति चल सकता है , सुडौल सुदृढ़ समाज नहीं .

खैर ,कलकत्ते के दिगम्बर जैन विद्यालय की क्लास सिक्स की पहली छमाही परीक्षा में मैं फेल था ,ड्राइंग में जीरो ,जोग्रफी में पांच या सात ,ड्रील में जीरो ,इंग्लिश में फेल ,हिंदी में पास मार्क , और दुसरे सब्जेक्ट में बस पास मार्क के ठीक निचे.बस उठा कर मेरी सीट एकदम पीछे वाली बेंच पर.

बड़ा धक्का लगा था .खाई फाइनल में अपने सेक्सन में थर्ड , फर्स्ट एक नाहटा नाम का विद्यार्थी , दूसरा कोई जैन .पूरी क्लास में भी पोजीसन था ,पर उपर के सारे जैन थे.एक झुनझुनवाला था ,हिंदुस्तान मोटर से आता था , दूसरा एक शिवकुमार अग्रवाल था ,वे लोग स्कूल के टीचर से ट्युसन लेते थे .

बस सातवीं के एडमिशन के बाद से ही डॉ लगने लगा था किमेरी पढाई कभी भी रूक सकती है ,मुझे कभी भी स्कूल से हटाया जा सकता है .वह कलकत्ते में घनघोर अशांति के दिन थे .व्यापर तथा उद्योग से जुड़े लोंगो के साथ संघर्ष तथा राजनीति का दौर था . व्यापारी परिवारों पर हिंसक हमले हो रहे थे . उनकी संपत्तियां ,कल-कारखाने नष्ट किये जा रहे थे .कलकत्ते के शेयर बाजार,जूट बाजार, लोहा बाजार,कपड़ा बाजार  की बुरी हालत थी .

बस यही मेरे अस्तित्व का यक्ष प्रश्न पैदा हुआ जिसकी पीड़ा से मैं कभी उबर नहीं पाया.

येन केन प्रकारेण हायर सेकेंडरी की परीक्षा देने के बद्बिना कुछ सोचे बिचारे मेरे पिता आदि के साथ  मैं उखड़ता हुआ बैग-बैगेज के साथ औरंगाबाद ले आया गया . उस वक्त वह भी मेरे उपर एहसान ही किया गया बताया जाता है.

१९७२ में हायर सेकेंडरी का एक्जाम दे मैं दुसरे ही दिन खोजते खोजते अपने एक रिश्तेदार रघुनाथ गुटगुटिया  जी के पास उनकी ऑफिस में चला गया था कोई काम मांगने .

१९७२ में रामकिशन जी के बेटे महादेव की दुकान से ६ रुपुए में बारह चूहों से कटी ग्लोरियस गंजी वह भी उधार - वहाँ से आज तक की यात्रा , एक दिवा स्वप्न की तरह है .
१९६९ से १९७२ के बीच कलकत्ते में श्री सत्यनारायण दीक्षित जी की ट्युशन फीस भी नहीं दे पाना ,आये गये को चाय तक न पिला पाना , महीनों किराये के मकान का किराया नहीं दे पाना , इलाज  तक नहीं करा पाना ,
बस का किराया दस पैसे भी बचाने के लिये पैदल चलना, पुराणी किताब की दुकानों पर बेगार कर किताबें पढने के लिये प् लेना - यह सब सदैव याद रहेगा .
उसके बाद भी पढने की धून कैसे जिन्दा रही , समझ के परे है .

सन १९७२ में मैं कलकत्ते से इस छोटे से कस्बे नुमा शहर में आया था,१०० रुपया महिना मिलता था, एक दिन दिन भर नगा बीघा के जुमाई यादव के खेत में रोपनी में सहयोग करने के बाद पूरी तरह कादो मट्टी में सन कर पहली मजदूरी मिली थी अढाई रूपये ,एक महिना कामर्स का त्युसन अहले सुबह पढ़ाने पर एक किलो सत्तू --- उस वक्त रहने को अस्थाई घर भी नहीं था,पढने की बात तो सपना थी
तीस रूपये महीने में मेरी माँ को दाई -बर्तन धोने मांजने के काम का प्रस्ताव मिला था . सौ रूपये ही महिना मेरे पिता जी को मिलना शुरू हुआ था ,वे बीमार रहते थे. बीमार हालत में ही कलकत्ता छोड़ कर आये थे . साधन हीन , आश्रय हीन , अपनों से ही अपमानित .
मेरी एक बहन थी जो बाद में १९८५ में चलती रही . १९७५ के आस पास वह बीमार होना शुरू हुई थी , फिर कभी भी पूरी तरह ठीक नहीं हुई .

दो चार बुद्ध , महावीर , विवेकानंद ,संकृत्यायन ,दींन ए इलाही, पंचशील ,हर साल भेजो न भगवन , जिन्हें मैं भी फॉरवर्ड कर सकूं , विश्व में एक्सपोर्ट कर सकूं ,
थोड़े से बढ़िया शिक्षक भेज ना, दुनिया में शो -केस करना है ,दुनिया को कुछ तो दिखाऊ .

शिक्षक जमीन पर बैठ कर ,पेड़ के नीचे ,रेत पर उँगलियों से लिख कर , या फेसबुक पर कहीं भी पढ़ा ही लेता है - वह हर तरह से पढ़ाने का लक्ष्य लिये चलता है-पढना तथा पढ़ाना ही उसका धर्म !

मेरा यह मानना रहा है हमेशा कि बातचीत जरूरी है , हर बात पूछ लेना बता देना , संवाद के बिना एक गहरी खाई बन जाती है ।
संवाद से कहीँ ज्यादा जरुरी है समझ और जानकारियाँ ।
 व्यक्ति विशेष की स्थिति मेँ सामाजिक और व्यक्तिगत आशाओँ को . जरुरतोँ को , अपेक्षाओँ को , चाहतोँ को समझना ।
 हालाँकि ये ठीक ठीक संभव भी नहीँ और अपेक्षाओँ का भार और प्रकार वहन करना भी मुश्किल है , पर इसके बिना भी संवाद का कोई अर्थ नहीँ रह जाता ।
वैसे किसी को समझने की कोशिश करना आपको परेशान कर  सकता है ।

जिन्दगी है तो मौज मस्ती पर निगोड़ी सही रहती है इस मौज  मस्ती पर सलीके से संयम के कोड़े  लगाने से ,

,स्टेयरिंग पर हाथ जिससे दिशा हे वक्त ठीक रहे ,एक्सीलेटर के समानांतर ब्रेक पर ध्यान ,और हाँ बेवजह मौज मस्ती में हाई स्पीड नहीं क्योंकि जिन्दगी के साथ ही संभावनाएं ,खतरे भी होते हैं  और होश में रहकर ही उनसे पार लगा जा सकता है नहीं तो अतिरेक बस जिन्दगी की लुटिया डुबोने पर लगा रहता है ,
हर जिन्दगी मौज मस्ती से अधिक बड़ी होती है ,सफल जीवन के लिये केवल मौज मस्ती को समय पर विराम देकर जिन्दगी की यात्रा के लिये कुछ तयारी करना ही भला .
खास कर जीवन का पहला भाग जहाँ उफान ,तूफान अधिक आते है और निर्माण का सारा काम इसी कल खंड में ही होना है.
बाद में मौज मस्ती के अवसर अधिक मिलेंगे ,पर पहले धीरज रखो ,संभालो  और आगे चलो .

अख़बार ,पत्रिका , सिनेमा , पत्र-व्यवहार ,इ-मेल ,टीवी , तथा प्रचलित इन्टरनेट -कम्युनिकेसन मीडियम ,एप्लाय्म्सेस आज सभी के लिये ग्राह्य ,आवश्यक  है ,इनसे परहेज करना बेमानी है, अपने विवेक से अपनी सीमा तय करें .
क्या ,कब ,कैसे  पढूंगा ,क्या और कितना ,किसे ,कब लिखूंगा , किसका कितना कब ,क्या और क्यों जबाब दूंगा , कब ,क्या, किसके साथ देखूंगा, किसे क्या दिखाऊंगा, किससे ,लिखवाऊंगा , किससे पढ़वाउंगा  यह सब अब  आपको आपकी  अपनी जिम्मेवारी पर तय करने है और आप को ही अपना किया,कराया, लिखा ,पढ़ा ,लिखवाया ,पढवाया ,देखा ,दिखाया ,भेजा ,भिजवाया ,बस  आपको ही   ही को भोगना होगा ,
अपने विवेक का प्रयोग करें,अपनी अभिव्यक्ति का स्वरूप स्वयं निर्धारित करें .
और हाँ , कुछ अभिव्यक्ति के माध्यम अत्यंत व्यापक हो गये है , सावधान रहें.

खुद के रिजेक्ट  होने के डर  से क्या मैं नये का विरोध रहा हूँ या मुझे और आपको पुराने के नाम की अफीम पिला पिला कर पाला गया है.
पुराने की जांच तथा उसके स्थान पर बेहतर आ जाये इसमें हर्ज ही क्या है .
हाँ ,मेरे आपके जैसे कुछ लोग हैं जिसे इसी सड़ी  गली व्यवस्था से ही अनुचित लाभ मिलते आया है तो मैं और आप तो इस इतिहास-पूजन-सतत -प्रवाह -समारोह  को आगे भी चालू रखना ही चाहेंगे .

मूर्ख लोगों को पिता के जाने के बाद ही महसूस हो पाता है कि वस्तुतः हमने क्या खो दिया है !

कोशिश करो कि समय रहते ही होश में आ जाओ , समझ आ जाये और आपा संभाल लो .
शायद मेरे द्वारा किया गया अपमान तुम्हें तुम्हारे स्वाभिमान को प्राप्त करने में ,होश में लाने में ,तुम्हें समझाने में और तुम्हे खुद को सँभालने में मदद करे .

कुछ भी हो ,कल परस्थितियाँ बदलेगी ही ,सब कुछ आगे ही बढ़ेगा .

नया आएगा ही ,हम सब मिल कर भी रोक तो सकते नहीं.

गोल्फ और करप्शन में कनेक्सन ? क्या है ?

शिक्षक जमीन पर बैठ कर ,पेड़ के नीचे ,रेत पर उँगलियों से लिख कर , या फेसबुक पर कहीं भी पढ़ा ही लेता है - वह हर तरह से पढ़ाने का लक्ष्य लिये चलता है-पढना तथा पढ़ाना ही उसका धर्म !

मेरा यह मानना रहा है हमेशा कि बातचीत जरूरी है , हर बात पूछ लेना बता देना , संवाद के बिना एक गहरी खाई बन जाती है ।
संवाद से कहीँ ज्यादा जरुरी है समझ और जानकारियाँ ।
 व्यक्ति विशेष की स्थिति मेँ सामाजिक और व्यक्तिगत आशाओँ को . जरुरतोँ को , अपेक्षाओँ को , चाहतोँ को समझना ।
 हालाँकि ये ठीक ठीक संभव भी नहीँ और अपेक्षाओँ का भार और प्रकार वहन करना भी मुश्किल है , पर इसके बिना भी संवाद का कोई अर्थ नहीँ रह जाता ।
वैसे किसी को समझने की कोशिश करना आपको परेशान कर  सकता है ।

जिन्दगी है तो मौज मस्ती, पर निगोड़ी सही रहती है इस मौज  मस्ती पर सलीके से संयम के कोड़े  लगाने से ,

केवल पार्टी ,शार्टी,डिनर शिनर ,पीना खाना से ये जिन्दगी बहकती ही अधिक है , इसे कंट्रोल में रखो

I hate it,
when my dad gets up late in morning ,
 wishes world good morning on FB, mail,and
misses to  wish me and my mom who are sitting next to him.

I hate it,
when my dad tries to prove himself tech-savvy,
by reading news on laptop over the dinner table, and
by missing to share a laughter or light moment or happening of my day.

I hate it,
when my dad tries to be technocrat,
by neglecting visitor who has come all the way to see him,
by intently looking at his laptop screen  with least botheration for the  visitor.

I once loved it,
that my dad is learning to use laptop,
I never knew it can have such far reaching impact
how a necessary evil of our generation
is spoiling life of my elder generation.

I had imagined,when i will go back home,
I would get to see my mom-dad sitting together,
laughing, fighting and being for each other,
but Alas!!! this e-age is taking my dad away from me.
I hate it,I hate it and I hate it.

The whole of court campus and all its men only appear challenging the victim.
The victim is tried shamelessly and all the men appear to gang up, know not why?
Even a sensitive judge is challenged without any fear and more so the judge is exposed to allegation risks by those who do not even care their own family members or those who serve those beasts.
Judges get a trial without any charge and get punished because they ganged up to create a shade of doubt.
A vigilant judge becomes the target of lawbreakers and all their hired men.
Let all the court men think again humanistically 

He did not come up accidently, conspiringly   to lead us.
Nor he was picked up stealthily .
He left, he trained and groomed himself,waited till was accepted,and then he volunteered,got tested, examined,re-examined  and then exposed himself for a public scrutiny.
A pawn having faced all the checks and attacks conquers the glory of king and leader.

Not initially, but finally; for sure; it is God.

महान बनना किसको नहीं अच्छा लगता है ,कौन बड़ा ,महान ,आदर्श आदि आदि नहीं बनने का प्रयास करता , कौन बनना नहीं चाहता , पर एक तो बनना मुश्किल फिर बन जाने के बाद बड़प्पन ,महानता के साथ टिकना मुश्किल ,कितनी मर्यादाओं का पालन एक साथ लगातार करना पड़ता है ,कितने बन्धनों से अपने आपको बांध लेना पड़ता है ,महानता प्राप्त करने के लिये परिश्रम तथा वहां बने रहने के लिये ,अनुशासन , निग्रह ,नियंत्रण की ही आवश्यकता होती है .
बायोलोजिकल बड़प्पन एक चीज है जो समय के साथ आ सकता है .
पर पेरेंटिंग के लिये आवश्यक सामाजिक , बौद्धिक ,आत्मिक बड़प्पन  तो अरजना पड़ता है ,
और यदि सामाजिक पेरेंटिंग की बात हो तो अभ्यास कर नियन्त्रण के साथ  धारण करना तथा निर्वहन करना पड़ता है .
बडप्पन ,महानता भोगने की विलासिता नहीं वरन निर्वाह करने का महती दायित्व होता है .निर्वाह कर सको तभी आत्मिक सुख मिल जायेगा  नही तो बड़प्पन हासिल करना एक कष्ट प्रद  यात्रा भर है और जो बडप्पन मर्यादा के साथ नहीं निबाहा गया वह अनंत अपयश ,कष्ट  तथा निंदा का सर्वकालिक कारण .

Airing a normal personal complaint of a so called paisewala or a person little known and then post-morteming ( undue micro analysis or disproportionate enlargement or magnifying).Whether it earns TRP.Whether it draws public interest/concern or these are paid news.
Whether Indian news space is exclusively booked for either paisewala,or naamwala ( persons of name, fame or money )or goonda-mawali (Nuisance /mischief mongers) .

Sanctity of court proceeding must be maintained and process of court must not be used for publicity purpose..
Why not a fine poem, poet,poetry recital,painting, painter,essay, proposition, mathematical equation makes a vigorous news.Why not a success of a lowly placed marginal village artisan is vigorously marketed as news .

A complete comprehensive database of all the courts, litigation, litigants, resources (available,employed,used),investment and infrasture ,other stakeholders, their activity and tracking of all the direct ,indirect activities and monitoring of and continuous automated updating of judicial/ infrastructural / intersegmental data and an additional right to peep into the working and get the right information and access to all the resources of the system- this will go a very very long way

ईर्ष्या करने वालों का शेष अस्त्र  दुष्प्रचार ही रह जाता है ,
इस अस्त्र का प्रयोग और अधिक तीब्रता से , कुटिल भाव से किया जाता है जब प्रतियोगिता रखने वाले योग्यता,गुण ,क्षमता आदि के आधार पर अपने को पिछड़ता पाते हैं ,.
यहीं पर  प्रतियोगिता ,ईर्ष्या, और कुटिल हो घृणा में बदल जाती है खास कर  जब कोई वजीर मेहनती क्षमतावान , निष्ठावान  प्यादे की शह की जड़ में आ जाता  है

मुझे क्या हो गया है ?

मैं जब उपर से कोमल दीखता हूँ तो अंदर ही अंदर  मेरी कोमलता कठोरता में बदल जाती है - जिसे जितना प्रेम देता हूँ उसके प्रति उतना ही निर्दयी हो जाता हूँ .
वैसे ही जिसके प्रति मैं उपर से कठोर हो प्रारंभ करता हूँ ,अंततः उसके प्रति कोमल हो जाता हूँ .

मैं धोखा हूँ- उपर से नरम तो अन्दर गरम , उपर से गर्म गरम तो अंदर से परम नरम .
मेरी दिखने वाली विनम्रता ही कठोरता है .
मेरी कठोर भावभंगिमा ही मेरे अन्दर उमड़ते प्रेम का परिचायक .
मुझे क्या हो गया है ?

कल ने मुझे गढ़ा ,मेरा आज बनाया ,संवारा ; मैं कल गढ़ूंगा , तुम्हारा कल बनाऊंगा , संवारुंगा - यही तो मेरे कल ने जाते जाते मुझसे आज कहा है ,मेरा आज तुम्हारे कल के लिये तुम्हारे कल के नाम .

मैं हूँ या नहीं ,पता नहीं ,हो पाया या नहीं -यह भी पता नहीं , पर अभी तो शुरुआत ही तो है , बहुत होना बाकी है , हुआ या नहीं ,पर होऊंगा जरुर .
हुए बिना जाना नहीं .

लोक पदों पर मर्यादा ही आप की पूंजी होती है . मर्यादा का पालन स्वयं करना आपका दायित्व ,कर्तव्य तथा धर्म है .
अपने चारों और मर्यादा का पालन करवा लेना आपका प्रशासनिक  कौशल .

न्याय प्रदायी व्यवस्था  ७५% व्यवस्था ,प्रशासन ,प्रबंधन , संसाधन नियोजन ,योजना , अनुपालन से जुड़ा है ,केवल २५% ही सीधे न्यायिक कार्यों से सम्बद्ध है .इस २५% पर भी उपस्थित प्रबंधकीय संरचना का प्रभाव पड़ता ही है .
सर्वश्रेष्ठ बौद्धिक या मानसिक न्यायिक मानवीय  साधन क्षमता भी समुचित संरचना अथवा प्रबंधन,प्रशासन ,नियोजित साधन एवं उनके उपयोग  के अभाव में आनुपातिक रूप से संतोषजनक प्रतिफल नहीं दे सकेगी तथा समाज क्रमशः असंतुष्ट होता जायेगा .
न्याय प्रदायी व्यवस्था अनेक कारकों के समन्वय , सजग -समर्थ -सहकार से ही  प्रभावी  हो सकता है .

I have been denying and perhaps shall keep denying this proposition.
I shall fight  greed tooth and nail, even if i am alone.
Better to be poor than being corrupt and greedy. I will never be a part of GREED_LOBBY.
I want to resist, be contended.
At the end of my life , I will not make a will how my greed has to be disposed of.   I will not whisper about my hidden greed, nor look around for the person with whom I can share my last moment of anxiety. Let peace come to me peacefully.

My this page would have been more calm,sober and tasty only if I could have resisted the temptations of posting those loaded-posts.I have nothing personal to share.
But then,what makes some of you to read those posts?.
You innocently like them and I get started once more.
Believe me, all these posts here are only for my own satisfaction and are not really in a communication mode. They may be loaded but never carry any  intention to hurt your wisdom,intellect and learning . I never intend to add to your vast knowledge or quench your inquisitiveness  or reply your great questions.
Anyway,I express my heartfelt indebtedness to all those who still tolerate me and encourage me.

मुझे तौलने का तुम्हारा तराजू अलग से क्यों रखा रहता है ,

मीडिया की भूमिका जन शिक्षक की होनी चाहिए , पान मसाला ,सिगरेट , अंडर -गारमेंट्स  आदि के व्यवसायिक प्रचारकों की नहीं ,न ही बाबा लोगों के ब्यवसायिक प्रचारको की , न स्वर्ण भष्म -मूसली के प्रचारकों की .
मिडिया को सदैव सभी परिस्थियों में अपने आप को सकारत्मक बना कर ही रखना होगा - यदि मिडिया को स्वयं को जीवित रखना है तो व्यवसायिकता नहीं , उपयोगिता बनाये रखना होगा .
अन्य कोइ रास्ता आत्म घाती होगा . समाज की उपेक्षा कर शराब कम्पनियों की तरह मिडिया जीवित नहीं रह सकेगा . स्वार्थ के लिये व्यवसायिकता मिडिया को नष्ट कर देगी .

गरीब के अरमान उसके साथ ही मरते हैं , और उन्हें उसके साथ ही दफन कर दिया जाता है - काश! कभी गरीब का एक अरमान तो हमारी आपकी तवज्जह पाता ,जनाजे का वजन आज इतना अधिक नहीं लगा होता.- आवारा अनाथ यतीम अरमान गरीब का ,मरने पर भी हम आप उसकी नुमायश से बाज  नहीं आ रहे .

कलम को गरम और तलवार को नरम नहीं होना चाहिये .विचार चरम और हीन करम नहीं होना चाहिये .

क्रिकेट एक खेल नहीं 'खेल ' हो गया है ,बड़ों का 'खेल ' छोटों , छोटों का टूटता सपना .
शेयर मार्केट  अब मार्केट नहीं एक खेल बन बया है , तेजी खेलें या मंदी , इस मैदान में खेलें या उस मैदान में , इसकी हवा बनाये या उसकी , किसकी गोटी लाल , किसका फिक्स किससे , और इन सबके बीच मारा जाता है बिच्बीचवा , उसका कारोबार, धन ,सपना ऐसे टूटता है जैसे भूंजा या सेका पापड़ ..

Piece meal legislation without a vision is our greatest  legal problem.
We have legislated hurriedly on the pretext of international commitment. Our intention was to receive foreign funds or aids or loans. We did not educate our masses nor did we raise legal infrastructure or monitoring system of enforcement mechanism or additional dispute redressal system.
Our each law only ensured more illegalities. We had more violations than compliances. Our best brain got engaged in tracing out the routes to bypass law.In order to let the society keep itself alive somehow courts could ensure only minimum compliances. Courts lacked independent machinery to get their decisions executed or complied.
We grew as a grey-law-courtyard with multiple patches and greedy shepherds.
Our law served the top who could hire the crooked brains in order to engage the machinery  in a way that it is no longer available to others..
We have bad laws pushing out good laws. We have bad or dead litigation that has pushed out  useful or necessary litigation.Luxury in law everywhere has driven out necessity in law. Healthy legal brains are out of service .All competent brains have put a price tag that makes them out of the reach of masses and all of them have already been hired for legal luxury
A real mess.. Nolong term legal vision.No justice Vision.

रोटी के टुकड़ों से दीवार खड़ी  कर दी
उन दीवारों के चारों और कांटेदार तार
रोटी के टुकड़ों के लिये मुझे लड़ाते रहे
सड़सठ साल का मैं, आज भी भूखा .

कब ले गये थे मुझे आपरेशन थियेटर में !
आज तक क्या एडमिट बेहोश ही रखा है ?
सड़सठ साल पहले दौड़ धुप जो हुई थी
उसके बाद आज तक यह क्या कर रखा है ?

मेरी रोटी की आड़ में ओटी के सन्नाटे में
थैली टोपी वर्दी की रासलीला अब मैं समझा
मेरे पसीने से बनाते रहे तुम इत्र -फुलेल
खुलते बटन , टूटते नाड़े सब कुछ है उलझा

ओटी की बेबस नर्स की तरह ,तुन मुझसे खेले हो
घास, हसुआ , बकरी , टोकरी ,ये सब गवाह है
इंटरव्यू लेती दीवारें आज भी चीख -बोल रहीं है
बनते मकानों की छाते , इस कदर क्यूँ स्याह है

रसीदे बनती,कटती, फटती रही,इस तरह
नक्से बनाये बहुत गये ,सभी उसी तरह
मुझे रोटी,ओटी  में उलझाया कुछ इस तरह
नाडा  तोडा, नाड़ी तोड़ी,नारी तोड़ी कुछ इस तरह

मेरे सपने कपूर हुए
,मेरी आँखों के सामने ,
मेरी ही हथेली पर,
सुरक्षित रखे रखे ,
उड़ ही तो गये.

पर जबसे वे आये थे
उनकी सुगंध फैलती ही गयी
उनके उड़ चले जाने के
बहुत बाद तक
सपनों की कर्पूरी सुगंध कायम रहेगी .

Those who are under constitutional obligation to uphold the independence of judicial system must get reminded of the fact 98%of the We The People are in direct contact of so called subordinate judiciary and get justice through those courts alone and they still believe in court system at ground level which has the real honest judges who have joined the judiciary as early as at an age of 25 or so,works under tremendous pressure of expectation,watch,work,surveillance by bar, public and superior court, has minimum of job security compared to other streams of govt jobs and constitutional appointments , and that too with poorest infrastructure in difficult-remote areas.

Superior courts have become corporate courts and those who serve corporates have become superior service providers.Corporates lobby for them and those who lobbied for them even at a fall of hat.
We the people have only subordinate courts with subordinate judge, service provider and infrastructure. We have police -justice, taxman justice and executive justice.
Superior courts are otherwise reserved serving superior elites through superior service providers in superior majestic ambience.
Let everyone think- whether lower is low, high is high and supreme is supreme.
If so,98% of We The People are LOW SERVED

मैं अपना इतिहास ,भूगोल आपको नहीं बता सकता ,न बताऊंगा  . इसलिये नहीं की यह दागदार है पर इसलिये कि मेरे अकिंचन साफ इतिहास ,भूगोल पर आपको विश्वास करने में खाम -खाह परेशानी होगी .

फाईनल एकाउंट्स बनाने है ,पर न तो लेजर अपडेटेड पोस्टेड है ,न सही सही कुछ बैलेंस स्टक किया है अब तक ,डे  बुक भी रेगुलर नहीं है ,बहुत कुछ तो सस्पेंस अकाउंट में डेबिट क्रेडिट कर छोड़ा है ,अब तो कुछ वाउचर भी इधर उधर हो गये लगते हैं ,आडिटर आने ही वाले हैं - क्या करूँ .
मेरी कुछ तो मदद करें .
कुछ वाउचर जो मेरे मसरफ के होंगे ,उनकी डुप्लीकेट आपके पास हो सकती है ,वाउचर नैरैसन  तथा वाउचर की परिस्थितियाँ बताते हुए मुझे भेजें ,देखता हूँ पी एंड एल एकाउंट बन पाता है या नहीं .

The whole of court campus and all its men only appear challenging the victim.
The victim is tried shamelessly and all the men appear to gang up, know not why?
Even a sensitive judge is challenged without any fear and more so the judge is exposed to allegation risks by those who do not even care their own family members or those who serve those beasts.
Judges get a trial without any charge and get punished because they ganged up to create a shade of doubt.
A vigilant judge becomes the target of lawbreakers and all their hired men.
Let all the court men think again humanistically 

He did not come up accidently, conspiringly   to lead us.
