Can Judiciary alone can do or lead?

We the Indian (People) have more rights through law and courtesy the parliament or state legislature.
Some rights have been donated by courts.
The man in handcuff every now an then defines some of them.
Young heart pairs deserve and are getting hanging orders by their own family members, open to all.
Shrines, temples, drinking water heads, kitchen in colleges, hostels, armed forces bases carry '' NO Entry'' for specific sections- known to all.
Kids being sold by parents- not uncommon.
Schools without teachers, teachers without students, Operation theatre without sterilisation, electricity, Crimes not even recorded much less investigated, Births and deaths not even accounted much less registered, trillions for a deity but no penny for the child and still we have all the law guaranteeing us all and each right and right alone .

Can Judiciary alone can do or lead?

Rights matter  and can be claimed existing only if they can be enforced.

 And who will enforce them? Do we really see any body concerned about any of these much advertised rights? Is it any body's concern?
 A public administration that has been severely undermined by the very political forces that self-righteously pass these laws? Do they care or dare they care? Can they come forward?

 Or the courts - an institution that is currently burdened with approximately 30 million cases and in whose portals the average life of a lawsuit exceeds 10 years? Can they, even if they dare?

Were this to only imply a mockery of the concept of rights, that would be bad enough. But it has far more pernicious institutional effects.
Yes ,Right bargainers are there ?
