How change of guards at a particular place or position is material for the society but for  examinees who are tested for their general knowledge on the basis of informations they have been able to retain iin spite frequent changes of guards although status -quo is the key word around. 
Let there be changes of guards - that will be individual achievements of them serving their own egos but WE THE PEOPLE shall be only pawns.
