What did we do to carry law up to the last person ? Did we educate them and tell them enough about law,its shape , size ,ambit ,purpose or destination and consequences or resultant ? Did we tell them about the origin and sanction or source of law ? 
Do we intend to serve them through law or govern simply ? 
What is the relevance of law for the last men and needy ?
Does it mean something to them ?
