The earliest and ground relief comes from the district judiciary and 98% of justice is being delivered to 99.5% of justice seekers but district judiciary has ben deliberately housed in a poor infrastructural set up and has no suo motto authority and in most of the cases has no real support from the district level professional
.District level mechanism relating to securing justice has to be streamlined .
Overemphasizing the supervisory or correctional judiciary that too at the cost of ground level judiciary or undermining the real effective judiciary or the judicial face of society are real bottlenecks .
Those vested interest groups have designedly ganged up to keep the ground level judiciary weaker.
This has resulted in exploitation of children , women ,poor ,mentally or physically challenged ,illiterates, persons under disability ,SC ,ST ,and other oppressed classes because they cannot afford JETHMALANI_SOLI_NARIMAN _ETC JUSTICE
