Why law has failed to instil confidence ,command respect and a real acceptability by the average Indian?
Law has never been accepted without some reservation through out the world but an average student will say you candidly that a general acceptability, that too almost voluntarily and instantaneously of law by its subjects is one of the foremost requisites of de facto as well de jure statehood. If we analyse Indian scenario , we will find that most of Indian laws are violated more then their compliance. You will come across such violations at every level without any real concern. Even those who have been made responsible for enforcing law or securing compliance are not concerned about real compliance and try to ensure a showy system with all real loose ends. Even the legislature while in business of legislation does not have any idea or concern whether the law or the philosophy behind law has been taken up to the real effective masses purposefully. There is no institutional infrastructure available in India that can ensure mass legal communication. Law is formally enacted and perhaps secured in libraries or high sounding institutions. Law has been declared to be a concern of elites. The high-ups in India enjoy a virtual monopoly about law, its use or misuse, enforcement or violation, interpretation or distortion,enactment or repeal ,all these have been kept away from the lower middle class and still far away from the lower classes.The villages have been completely kept away the law-discussion, legal necessity evaluation, legal communication or legal education
